Parish Council Newsletter

I hope this finds you well.  Here is an update for the coming year and responses received from previous meetings.  Some items will either be on the Agenda next meeting, (but will give you more time to peruse), or not requiring any kind of  discussion or decision, but purely for your information.
I have received a refusal of planning for Little Marys Cottage, for all of the reasons we had specified.  Also received planning permission for The Hollies Farm, however there are considerable conditions for example, types and colours of external facing and roofing materials/ Appearance of the development for adjoining residents/ Vehicular access to be upgraded etc.  If anyone would like the full detail I can pass it on to you.
I shall be displaying a new fare system from the N.C.C. Park & Ride.  Really aimed at families using any of the six Norwich sites.  The idea is to discourage people using their cars in the city centre both helping the environment and reducing congestion!
Eric  has informed me that Industrial Water Jet  have jetted the sewers in Porters Loke which hopefully is making a big difference there.
The Broads Authority are having drop in sessions, whereby councillors or public can meet the planning team and staff and discuss the work of the Authority, or any particular planning applications.
Thorpe St Andrew Village Hall 31.03.10 2pm till 7pm
There is a Planning Parish Forum taking place on 28th April 2010.  This will concentrate on Historic Building Conservation, Conservation Areas and Trees including Tree Preservation Orders.  This will take place at Dragonfly House at 6.00pm.  Anyone interested please let me know.
The dreaded Hedgerows!
Having emailed Highways regarding the overgrown hedgerows I have been taken to task!!  I Quote
‘We do have a defined procedure to deal with overgrown vegetation nevertheless in practice if the owner is unobtainable or unwilling to co-operate it takes several months before we can carry out the work ourselves and recover our costs.’  They go on to suggest we approach owners in the first instance and if it fails then contact them, however ‘We have limited resources and have to prioritise our workloads’.  Trevor and I are going to walk round the village with our shears!!!
I intend to put together a notice for village boards, listing dates of meetings for the coming year and other info.  I would also like to include your name as their Councillor and so to this end would you please email as soon as possible the information which you are happy  for me to include.  I.e. telephone number and or email address.
The CiLCA skills course I am attending is certainly keeping me out of mischief, with loads of homework.  It is however interesting and a good way to learn the legal and ‘best practice’ way of local government administration.

Press Release about the Jetty


PRESS RELEASE

FROM CHARLES REYNOLDS CHAIRMAN GREAT YARMOUTH PLANNING COMMITTEE

TUESDAY 25TH JANUARY 2010

FOR IMMEDIATE RELEASE


Great Yarmouth Borough Council has been informed that Representatives from English Heritage will be visiting various sites, both public and privately owned in Great Yarmouth on the 8th and 9th of February.

With this visit in mind Charles Reynolds Chairman of G.Y.B.C. Planning committee has asked that the current application for the Jetty, due to be determined by the planning committee on the 16th February, be deferred

Mr Reynolds commented
“ It would be quite improper to consider any application for the Jetty while English Heritage might be looking at listing the structure, this process could take 2 to 3 months, and I think it only correct that the Council looks at it’s options again, later in the year, and in the light of any decision taken by English Heritage. This period of time will also give interested parties time to formulate and give the Council any constructive and practical ideas that they might have. In the meantime we will be urgently looking at making the current structure, safe and secure for the coming summer season, and these works will be carried out without affecting the current structure”

Response from County Highways

Burgh Castle Parish Council have received this email reply from Norfolk County Highways:

Dear Brenda
 
Thank you for your email dated 05 December 2009. I apologise for the delay in responding to you. Unfortunately most of the issues raised are not items that our Highway Inspector would generally look at and for future information I have attached our Highway Issues Guidance form. When inspecting the public highway our Inspector is generally looking for items such as damaged footways, edge erosion etc which are detailed in the General Highway Safety Issues section of the guidance.
 
The items raised are usually investigated by other members of our team and again can be reported using our email address or phone number as detailed below.
 
With regards to the items raised I can confirm that all verges in rural locations are cut 2 - 3 times per year during the spring and summer time so to ensure that any visibility issues are addressed. However we can cut specific areas on an ad-hoc basis when we are notified that grass etc is causing problems for visibility. I have passed this to our Highway Inspector and she has programmed these junctions to be cut back to improve the visibility.
 
Highway gullies are cleaned on a scheduled basis once a year, most of our gullies have sumps installed to catch detritus and to prevent blockages. We also clean out gullies on a reactive basis when we are notified of any issues. I would be pleased if you could inform me as to the location of the sunken gullies so that we can investigate this issue further.
 
Vehicles parking on double yellow lines, blocked accesses and speeding issues should be directed to the police in the first instance for enforcement.
 
Mill Road is in a similar condition to many other rural roads within the County and I am sorry to say that it is not possible for the County Council to keep the roads and footways in a condition many people wish to see. We currently have a resurfacing scheme within our forward programme from Lords Lane to the recently resurfaced section but this could not be carried out until completion of the drainage work which is currently ongoing to prevent standing water issues. However as I am sure you are aware, pressures are being placed upon all public sector budgets and to be realistic I would not expect funds to be held at their current levels and for this reason this section of road is unlikely to be resurfaced for several years to come. In the meantime our Highway Inspector will continue to ensure that any urgent repairs considered necessary are programmed and orders placed to rectify.

Parking on Mill Road

I received this email which relates to parking on Mill Road.

Hi not sure who to contact about this but it is an important issue .It about cars parking on on mill lane burgh castle near cherry tree holiday park as i understand it you are not allowed to park on a road where the speed limit is over 30 mph and there is no street lighting also they are facing oncoming traffic very dangerous....also it is a sharp bend and there has been several near misses it started with one car now there is 2 parked there day and night hope something can be done before a bad accident happens there.

I shall be bringing this matter to the attention of the Parish Council who in turn will liaise with the Police as the relevant authority in this matter.
